Capital Branch Officers

President Mikal Mitchell, PE   HDR Engineering, Inc.   Mr. Mitchell is a bridge engineer in HDR’s Salem office and has 11 years of experience in bridge design and project management on Oregon transportation projects. He attended Oregon State University receiving a B.S. and M.S in Civil Engineering and is a registered professional engineer in Oregon and California. Mr. Mitchell has been an ASCE member in previous years attending Capital Branch functions and recently served on the Mid-Willamette Valley Future Engineers Day committee. He enjoys spending time with his wife and 3 young children enjoying the outdoors and following Beaver athletics.

President-Elect Julie Tichbourne, PE   City of Salem   Ms. Titchbourne has been a program manager in the transportation project delivery team at the City of Salem since 2015. She works on projects that enhance pedestrian and bicycle connections in downtown Salem and expand safe routes between City parks. She is also an agency liaison with the Oregon Department of Transportation in the delivery of federal aid transportation projects. When she is not working, she is enjoying the beauty of western and central Oregon through activities sponsored by the Salem Outdoors Meetup.

Ms. Titchbourne has been a program manager in the transportation project delivery team at the City of Salem since 2015. She works on projects that enhance pedestrian and bicycle connections in downtown Salem and expand safe routes between City parks. She is also an agency liaison with the Oregon Department of Transportation in the delivery of federal aid transportation projects. When she is not working, she is enjoying the beauty of western and central Oregon through activities sponsored by the Salem Outdoors Meetup.

Vice-President Erik McCarthy, PE   WEST Consultants, Inc.   Mr. McCarthy is a senior hydraulic engineer at WEST Consultants where he primarily develops hydrologic and hydraulic models. He has been a civil engineer for 6 years and specializes in stormwater modeling. He has previously served as the ASCE Capital Branch secretary and treasurer. He is an avid hiker and backpacker and yardwork-neglecter. He is excited to participate in the ASCE Capitol Branch leadership.

WEST Consultants, Inc.

Mr. McCarthy is a senior hydraulic engineer at WEST Consultants where he primarily develops hydrologic and hydraulic models. He has been a civil engineer for 6 years and specializes in stormwater modeling. He has previously served as the ASCE Capital Branch secretary and treasurer. He is an avid hiker and backpacker and yardwork-neglecter. He is excited to participate in the ASCE Capitol Branch leadership.

 
Treasurer Makenzie Ellett   David Evans and Associates, Inc.   Miss Ellett is a Bridge Designer at David Evans and Associates, Inc., where she has two years of experience working on design, inspection, and rehabilitation of bridges in the Northwest. She attended Oregon State University where she earned a B.S. (2015) and M.Eng (2017) in Civil Engineering. Recently Miss Ellett served on the Mid-Willamette Valley Future Engineers Day fundraising committee. In her spare time, Makenzie enjoys watching and playing sports, reading, and baking. Makenzie is looking forward to becoming more involved with ASCE, and the Salem engineering community.

Andrea is the current secretary for the Capital Branch and is excited to continue her service.
