Principal Engineer

The Operations and Maintenance Division of the Department of Land Use and Transportation is currently hiring for a Principal Engineer. This group's primary responsibilities include: maintaining and repairing roads, bridges and drainage ways; tending to roadside vegetation; and overseeing private construction activities that occur with the public right-of-way. As the Principal Engineer, you will work independently under the general supervision of the Division Manager to provide technical and engineering oversight for the Division's road and bridge maintenance activities. This includes, but is not limited to, working closely with maintenance crews, engineers, inspectors, and technicians, planners, elected officials, and the general public. You will coordinate work, projects, and initiatives that involve other jurisdictions, agencies, and work groups both internal and external to Washington County. This position provides policy coordination and development within the County by working collaboratively with other divisions and work groups to establish sustainable and practical approaches to maintenance activities associated with transportation infrastructure projects. Additionally, the Principal Engineer develops small works projects that enhance, improve, or otherwise augment the transportation system. You will actively participate within the Department Operations Center for the purpose of emergency response and coordination providing technical and logistical guidance and leadership. This role also works with local, state, and federal agencies on a variety of subject matter such as bridge replacements, transfers of jurisdiction, intergovernmental agreements, cooperative projects, and other interdisciplinary tasks. Furthermore, the Principal Engineer works with citizen advisory committees and provides technical expertise to the general public at a variety of forums such as neighborhood meetings, public hearings, and Citizen Participation Organization meetings with a focus on customer service. Successful candidates will possess excellent written and verbal communication skills with an ability to communicate effectively with the full spectrum of internal and external customers including technical and non-technical personnel. In addition, you should have excellent reading comprehension with an ability to interpret written and graphical information as it relates to transportation projects and infrastructure. Ideally, you will also be competent with modern software programs associated with word processing, spreadsheets, scheduling, presentations, databases and other office productivity tools. This role supervises professional, technical and administrative support staff, so the supervisory skills of the successful candidate must include positive influences such as team building, collaboration, and motivation. Duties may include: Plans, prioritizes, assigns, supervises, and reviews the work of staff involved in engineering. Recommends and assists in the implementation of goals and objectives; establishes schedules and methods for engineering projects; and implements policies and procedures. Evaluates operations and activities of assigned responsibilities; recommends improvements and modifications; and prepares various reports on operations and activities. Provides direct supervision to professional and technical engineering staff; prepares performance evaluations; participates in the selection of staff; provides or coordinates staff training; works with employees to correct deficiencies; and implements discipline procedures. Prepares or supervises preparation of programs to meet future needs of the community. Determines scope of engineering projects; prepares requests for proposals and contracts for consulting services; reviews plans of consulting engineers and private contractors; and makes technical engineering decisions and establishes technical criteria and standards. Assists in the planning, organizing, and evaluating of, and participates in, the functions and activities of the Engineering or engineering-related Divisions. Assists the Division Manager in planning work schedules and determining project assignments. Assists in resolving work problems and interprets administrative policies to subordinates, other departments, consultants, contractors, and the public. Assists in coordinating Division activities with those of other departments and outside agencies and organizations. Supervises the determination of the quantity, quality, and cost of materials and supervises the preparation of plans and specifications related to assigned projects. Coordinates the construction inspection of projects; ensures conformance with contract plans, specifications, and applicable codes; approves progress payments; and approves change orders as needed. Responds to requests for environmental reviews and oversees the acquisition of appropriate permits from regulatory agencies for assigned projects. Participates in budget preparation and administration; prepares cost estimates for budget recommendations; submits justifications for requests; and monitors and controls expenditures. Answers questions and provides information to the public and investigates complaints and recommends corrective action as necessary to resolve complaints. Education and Experience A typical way to obtain the knowledge and abilities would be: A Bachelor's Degree in civil engineering, or closely related engineering field; AND Eight (8) years of increasingly responsible experience in civil engineering theory, principals, and methods, and/or experience in municipal engineering design, construction, and contract management, which includes a minimum of two (2) years lead or supervisory experience. ADDITIONAL LICENSES, CERTIFICATES, PHYSICAL ABILITIES AND SPECIALTY REQUIREMENTS Registration as a professional civil or traffic engineer with license to practice in the state of Oregon within six (6) months of appointment. Must possess a valid driver's license and have an acceptable driving record per Washington County policy.
